House starts hearings on higher sin taxes
MANILA, Philippines – The House ways and means committee starts public hearings today on the Malacañang version of the “sin” tax reform bill, which seeks higher cigarette and liquor taxes.
Davao City Rep. Isidro Ungab, committee chairman Fake Watches, said the Palace version would be discussed along with other proposals, including one supported by congressmen from tobacco-producing provinces, led by Eric Singson Jr. of Ilocos Sur.
He said many members of his committee are inclined to support the Malacañang proposal, which is projected to raise P60 billion a year in additional revenues from taxes on tobacco and alcohol products.
Rep. Magtanggol Gunigundo 1 of Valenzuela City, a committee vice chairman, said he supports a substantial increase in “sin” taxes.
He said the rates have to be adjusted since these are based on 1997 levels.
“Inflation since 15 years ago has eroded the taxes the government is collecting from cigarettes, liquor and other ‘sin’ products. That is why the Palace is proposing a 230-percent increase in rates just to capture inflation,” he said.
Nueva Vizcaya Rep. Carlos Padilla said such a huge increase could wipe out the tobacco industry and displace thousands of tobacco farmers.
“There has to be a win-win solution. For example, part of the proceeds (from the tax increase) could be used as educational assistance for children of tobacco farmers. This would mitigate the impact of higher taxes,” he said.
The Palace version of higher sin taxes is contained in Bill 5727, which was filed by Cavite Rep. Joseph Emilio Abaya.
The Abaya bill seeks a single tax rate, eliminating the current four-rate structure for cigarettes and the different tax treatment between local and imported liquor. It would allow annual adjustments based on inflation.
The existing different tax treatment for local and imported liquor has put the country in trouble with European and American liquor importers and the World Trade Organization.
“A unitary rate will lend the tax structure more revenue-productive since it will avoid the shifting of demand to the least-taxed brand of tobacco and alcohol products. The bill approaches the reform in a more pragmatic manner by proposing to unify the excise tax rates in phases,” Abaya said.
He said the tens of billions in additional revenues to be generated from higher sin taxes would be shared with tobacco farmers in terms of services.
The government considers the sin tax reform bill not just a revenue generator but a health measure as well. It hopes that with higher taxes, people would lessen their tobacco and alcohol consumption, which would translate into less spending for health services.
Cigarette taxes in the country are reportedly the lowest in the Southeast Asian region. Cheap cigarette prices have long kept the Philippines in the list of the top 15 cigarette-consuming countries in the world. One study estimated that 84 billion cigarettes are smoked every day in the country. There are an estimated 25 million Filipinos addicted to smoking.

However Cumberbatch is also well known for roles in 2007’s ‘Atonement’, ‘Four Lions’ and ‘The Whistleblower’, while other TV credits include his highly acclaimed portrayal of scientist Stephen Hawking for Bbc biopic ‘Hawking’ back in 2004. ‘Sherlock Holmes,’ who he has been playing since 2010, has seen him pick up two awards, Best Actor at the Broadcasting Press Guild Awards and the TV Choice Awards’ Best Actor gong.
Variety reports that Cumberbatch will be playing the villain in Star Trek2, with rumours that he found out last month that director Edgar Ramirez had chosen him. He’ll join a relatively unheralded cast, with Noel Clarke and Alice Eve also appearing, as well as Pete Weller. The film’s distributors Paramount had no official comment on the subject. Jan. 11 (Bloomberg) — China’s foreign-currency regulator nearly doubled its estimate of the country’s third-quarter capital and financial account surplus to $66.2 billion from an earlier estimates issued in November. The revision was posted to the website of the State Administration of Foreign Exchange today in a statement that also included a reduction in the current account surplus estimate for the third quarter. The agency didn’t provide an explanation for the changes. “The large revision shows that capital-inflow pressure was bigger than initially anticipated,” said Yao Wei, a Hong Kong- based economist for Societe Generale SA. “That may be reversed this year with capital outflows more likely to become a concern as investors may pull money out of the country due to worries about slowing economic growth.” The growing use of financial products such as yuan trade settlement and yuan-denominated foreign investment may also have contributed to the upward revision, Yao said. A breakdown of China’s capital account surplus in the third quarter showed net direct investment inflows were revised down to $28.7 billion from previous reading of $35.9 billion.
